“Once a customer has received their meal, they take 2 full ticks to eat it” (p.22). Does the tick where the Customer is being served count towards that? So for example if the customer is being served in tick 3, are they eating for tick 4 and 5 (since they have to be full ticks) and then can be escorted in tick 6 or can they already be escorted in tick 5(since they can start eating in tick 3)?

They start eating immediately once being served in tick 3, and will be escorted in tick 5.
