From my understanding of visitingTick for Deliveries, the visitingTick is the tick at which the customer group wants to get their meals.
It is also mentioned that customers wait up to 3 ticks after the tick when they wanted it to arrive.

The question is now when we should start to cook:
Should we start cooking such that the meal arrives at the exact time of the visitingTick if possible, or should we start cooking such that it arrives anywhen in the 3 ticks after the visitingTick?
Also can it arrive before the visitingTick?

As per the Project Specification:

Page 17, Lines 13 - 15:

Those customers wanting deliveries decide on a restaurant and make their order early. They factor in the delivery distance and add 3 ticks for cooking.

Thus, the order is placed exactly ⌈distance / 5⌉ + 3 ticks before the visitingTick. From that point onward, it is processed and cooked like any other order placed at the respective restaurant.
