Why can incidents occur at evening 0, when the evenings start at 1?

Good question 
It cannot. According to the spec snapshot you attached (Page 10, lines 24–30) states that evenings start at 1, so no behavior is defined for incidents at evening 0.
There might be an adjustment for the scheme.
