I had a question according to page 17 line 8. Event customer group while being served can have waiters ad hoc right ? Like not the same waiters who took the order.

Yes. EVENT groups have no permanently assigned waitstaff; the manager selects waiters ad hoc for each action (page 16, lines 15-17).
