Does $meal:servableNumber meals include that a waiter is available to serve the meal?
From page 34, line 24f “…the number of meals waiting to be served.”, we suppose that this is not the case. Is this correct?

the servableNumber includes all meals that could be served in the current tick. (without having waiters available for all of those meals.)
