Log for not serving EventGroups

Hello,

I have a question regarding the following log:

Assume that we have an event group whose order is fully ready in the kitchen but there is not a single waiter available that can serve any meals (i.e. we cannot “create” a new Waiter with an ID and all existing ones have serving load == 10).

Do we still use this log in this scenario?

And more importantly: If yes, what waiter ID do we log? What counts as the waiter that “would have served”?

I believe that we log the no serving possible, because we also do it for normal groups when the waiter reaches its actiontick limit. For the first waiter I think we just do it according to the preference stated:

In general, the manager prioritizes the waiters in descending number of cooked meals in the kitchen that belong to their assigned tables.

and as a tiebreak the id
