“Every group that has completely left the restaurant or that finished a delivery (finished eating or giving up waiting on the delivery) in this tick will decide on whether they leave a rating for the restaurant with the rating service.”

Does this also include the case where a customer group could not be seated on entering a restaurant, and therefore leaves?
If so, do we log this while we tried to assign a waiter to the customer group or after groups where escorted outside?

Yes, this includes customer groups that could not be seated, and their rating decision is logged during the Ratings phase of the tick, which occurs strictly after other groups are escorted outside.
