If a restaurant can only reserve a table that has a size strictly larger than what a regular CustomerGroup size is, does that affect the otherSeats value in the inventory computation? Or are the empty seats from the reserved table not considered?

The empty seats on a reserved table are not considered in the calculation of #otherSeats. Because a table reservation blocks the entire table exclusively for that regular group, that table is no longer classified as one of the “other tables”. Thus, #otherSeats is computed using only the total capacity of completely unreserved tables.
