Hi, your example is covered by the event serving rules:
For EVENT groups, the priority for SERVING complete tables within the same tick still applies. For each EVENT table, the manager checks if there are meals to be served in accordance with that priority. If meals have been waiting too long in the kitchen or the table has already been SERVED at least one meal, the manager simply assigns as many waiters as needed to SERVE as many meals as possible to that table. Otherwise, the manager checks the SERVING capacity of the whole waitstaff. If the sum of those SERVING capacities suffices to serve the EVENT table, the manager will assign as many waiters as needed. Otherwise, the manager will wait one tick and then start SERVING meals one by one in the next tick. In general, the manager prioritizes the waiters in descending number of cooked meals in the kitchen that belong to their assigned tables.
Case 1a: 10 meals are ready, the waitstaff can only serve 5 in total, no meal has been served yet, and the meals have not been waiting too long: the capacity is not enough for the whole table, so no meal is served in this tick. From the next tick on, the manager serves the meals one by one, as many as the capacity allows. As soon as one meal has been served, the remaining meals are served whenever there is capacity.
Case 1b: the same situation, but the meals have been waiting too long in the kitchen. What counts as too long follows from the rule for complete tables:
Thus, after the first meal has been cooked, the table is not SERVED for this and the following tick unless all other meals have been cooked as well. If not all meals for a REGULAR or CASUAL table have been cooked in that time window, the assigned waiter will start SERVING the meals to the table one by one as soon as they have been cooked.
So a meal that was cooked two or more ticks ago has been waiting too long. In that case there is no capacity check and no extra tick of waiting: the manager serves 5 meals in this tick, and the remaining 5 are served in the following ticks as soon as there is capacity (from then on the table has already been served at least one meal anyway).
case 2 (capacity >= 10): the whole table is served in this tick, split across as many waiters as needed.
Deliveries also wait, but only for the order itself. According to the Specification Adjustments, a delivery waits until all of its meals are cooked and a driver is free. After that there is no capacity check and no extra tick of waiting: the meals are handed to the driver as far as the waiters’ SERVING capacity allows, starting with the waiter with the lowest id, and any remaining meals follow in later ticks.
