When a waiter tries to serves a dish to a driver but no driver is available. Will the same waiter try to serve to the driver in the next tick, or can also another waiter serve to the driver?

Another related question: If some meals for a delivery are ready but could not be served e.g. since no driver was available, is this logged at all?
That case is not logged. The customers will just abort the order when they waited for too long.

Exactly, you will just log “Delivery Failed“ once the driver arrived and the group already aborted.
