In the final simulation statistics there is a log for how many customers were delivered to.
Are we only counting successful deliveries here or are we also counting unsuccessful ones (rejected upon arrival of the driver)?

Only successful deliveries count. Section 2.3.3 says:
Served and delivered meals count iff customers received their food.
If a delivery is rejected on arrival (logged as Delivery Failed), those customers never received their food, so they don’t count toward “customers delivered to”. The same goes for deliveries the group gave up on or that were aborted at the end of the evening.
